Invitation to Tender (ITT)_Construction of Masjid/Al-Quran Memorization Academy & Facilities

Muslim Hands International Mauritania is a representation of Muslim Hands UK, and member of the Muslim Hands network around the world and has been operating in Mauritania since 2003. Our programs and activities are committed at uplifting the living conditions of poor and vulnerable people through different interventions in Thematic areas of Education, Food Security, Livelihoods, WASH, Health and Emergency. The core projects implemented include grants to Education - Muslim Hands School of Excellency, Orphan sponsorships, Scholarships for orphans and needy students, WASH, Healthcare services, Climate Change, Livelihoods, Food Security – such as Ramadan Iftaar & Food Parcels distribution, Qurbani meat parcels distribution, Eid Gifts distribution to school children, Emergency food aid distribution to flood victims, and Major Giving- Masjid construction and refurbishment.

Muslim Hands International Mauritania (MHMR) invite bidders to participate in tendering for the Construction of 01 (one) Masjid with toilets and wudu area facilities in PK10, Riyadh District. The Construction work must be started immediately after issuing the work order & handover the sites. The total work must be completed within 60 days of signing the contract(s). Work must be completed within stipulated timeframe.

We expect Tender from suitably qualified and experienced contractors/suppliers of medium level having at least 5 (five) years practical experience in Construction and civil works. One Bidder can submit one tender only upon their technical and financial capacity to execute the work within the timeline fixed for completion of work.

A site visit is mandatory for all bidders participating in this tender, according to the schedule below. An attendance list will be drawn up for those participating in the visit.

A refundable fee of 5,000 MRU shall be paid and payment receipt present at the Bids opening date. Only Bidders whose proposals are rejected shall have their payment refunds with 10% charges for MH Admin transactions.

Contractor will be liable to pay all taxes and duties and fees within the approved contract value. VAT will be calculated as per Mauritanian Gov. rules and regulations. Income Tax as applicable under the law in the country will be deducted at source while making any payment. Contractor/s need to add VAT and AIT in their offer. All relevant copies of business documents, i.e. Trade license, VAT registration, TIN Certificate, National ID, Bank statement of last six months or Bank Certificate, Experience certificate etc., must be updated and submitted with the price offer.

The tenderer/bidder on their own responsibility and risk, is encouraged to visit and examine the sites, way of communications, availability and outsourcing of necessary resources obtaining all information that may be necessary for preparing the tender and entering into a contract for performance of the works. Your offer must remain valid for 30 days after receipt of Tender submission before a Contract. The contract will be awarded to the Tenderer, offering the most competitive technical & financial offer.

Please submit your sealed bids in the tender box at MHIBD Country office (54 Parcelle, Industrial & Commercial Zone of DarNaim/Toujounine Junction, Nouakchott North) in accordance with the requirements not later than 25^th June 2026 (16:00 Hrs, Mauritania Time)
