Basic Function of Position:

The Information Management Assistant at the U.S. Embassy in Nouakchott is a crucial Information Systems Center (ISC) team member.  Reporting to the Information Resource Management (IRM) section, the incumbent will be responsible for supporting the daily operations and administration of all unclassified computer hardware, software, and network assets, including the OpenNet Local Area Network (LAN) and Dedicated Internet Network (DIN).  In addition, this individual will work as a System Administrator, managing and analyzing the complex network infrastructure of the U.S. Mission.  This role requires high technical expertise, attention to detail, and excellent organizational skills.  The incumbent will be expected to provide routine support under minimal supervision, ensuring the smooth and efficient functioning of the ISC and ICASS Cost Center Code 5458 at Post.  The ideal candidate will have a strong background in information management, technology, and customer service.

Technical Support 

  1. Automation and Support:
  • Implement and support automated work processes and functions (MyServices, E2, ILMS, etc.)
  • Analyze system usage and make recommendations to the Locally Employed Staff (LES) Systems Manager
  • Evaluate operating system software, security, and utilities, reporting to the LES Systems Manager
  1. Script Maintenance:
  • Maintain scripts that support legacy applications data usage
  • Provide management information, especially information accessed via the post's web site

III. Computer System Operations:

  • Provide support to the daily operation of all unclassified computer systems including peripheral equipment (e.g. disk drives, digital senders, network printers, laptops, iPads, and smartphones)
     
  • Maintain responsibility for computer security concerns, including:
    • Controlling computer systems passwords
    • Controlling access to computer hardware (physical security of the computer room)
    • Managing user access to system directories, shares, and domains
    • Managing network access controls to Department of State and other agencies on OpenNet
    • Monitoring systems logs
    • Checking the Department's Intranet for updated virus definition files and software versions for Norton Anti-virus
    • Distributing updated virus definition files accordingly
    • Performing computer security activities and ensuring all workstations have up-to-date patches
  1. Post Management Advisor:
  • Advise Post Management on the computer systems status
  • Schedule and perform individual support activities to maximize levels of service to the user community.

Technical Consultant 2

  1. Completion and Testing of Hardware:
  • Responsible for the completion and testing of hardware as assigned by the LES Systems Manager
  1. Technical and Applications Requirements:
  • Assist in reviewing and analyzing technical and application requirements for end-users and Department of State Network requirements.
  • Work with the LES Systems Manager to analyze and enhance LAN performance, reducing error rates and improving Systems response times.

III. Equipment Inventory:

  • Maintain responsibility for tracking locations and reconciling the semi-annual equipment inventory of unclassified systems office technology assets exceeding $1,000,000
  • Assist in reviewing Department of State requirements with the technical requirements of end-users and assist the LES System Manager in procuring new technology in accordance with regulations to meet those needs.

Qualifications and Evaluations

Requirements:

Experience:  At least three years of progressively responsible experience in the computer field which could include computer management, project management, applications or web programming, support technician; one year of which must include LAN/WAN, and one year of which must include customer service, all of which demonstrate proven analytical, judgmental and expository abilities.

Education Requirements:

Two-year University degree in Computer science or Information Systems Management is required.

Evaluations:

Language: Level IV ( Fluent) writing/speaking of English is required. Level IV(Fluent) writing/speaking of French is required. Language skills may be tested.

Locally Employed Staff, including Members of Household (MOHs), and Third-Country Nationals (TCNs), working at the U.S. Mission in Nouakchott, Mauritania may receive a compensation package that may include health, separation, and other benefits.

The pay plan is assigned at the time of the conditional offer letter by the HR Office.
