Summary:The work schedule for this position is: Full Time (40 hours per week)

Duties:

Operates and maintains serviceability of Defense Attaché Office (DAO) motor vehicles for transport of the Senior Defense Official/Defense Attaché (SDO/DATT), DAO members, and DAO visitors to various locations within Mauritania and neighboring areas. Applies sound judgment in determining shortest, safest, and most practical route to be used in concurrence with economic and safety considerations. Observe all traffic regulations and safe driving practices; as well as maintain a level of professionalism and courtesy expected of a chauffeur of a foreign government representative. Responsible for the general maintenance and cleanliness of 3 vehicles, maintaining service charts, and completing driving, fuel, and maintenance logs in accordance with directives. Conducts administrative tasks and other duties affiliated with DAO operations. The incumbent prepares, processes, and delivers correspondence, under guidance of the SDO/DATT, including diplomatic note requests for U.S. military overflight and landing clearance to host nation governments and other agencies, ministries, and companies. Conduct airport operations for all military aircraft. Assists arriving and departing DAO personnel, as well as official and Distinguished Visitors, with customs, immigration, and other clearances required for entry and exit at Mauritania Airport terminals. Provide routine translator and cultural immersion assistance for DAO Personnel.

60% Chauffeur:  Chauffeur Senior Defense Official/Defense Attaché (SDO/DATT) and office personnel in support of official requirements of the Defense Attaché Office.  Meets official U.S. Defense Attaché Office (USDAO) visitors to Mauritania, arriving and departing official visitors and office personnel between Nouakchott and other locations in Mauritania.  Participates in Embassy Motor Pool as required. Responsible for safeguarding passengers by recognizing and avoiding potential criminal, vehicular or other terrorist-type attacks; performs routine security checks and provides vehicle security advice and area orientation to SDO/DATT, office personnel, and official visitors as required.

20% Defense Vehicle Fleet Manager:  Performs preventive maintenance checks and services on 3 DAO vehicles to ensure they are serviceable at any given time. Submits repair requests, maintains repair parts, and schedules vehicles for repairs and servicing. Notifies the Operations Coordinator (OPSCO) or acting OPSCO of needed repair, maintenance, or parts. Maintains the cleanliness of the interior and exterior of DAO vehicles.  Ensures vehicle usage logs are printed and placed in vehicles at the beginning of each month. Ensures the completed vehicle usage logs are collected, accurately completed, and provided to DAO staff. Keeps DAO vehicles fueled for movement at any given time and accounts for vehicle fuel consumption. Operates vehicles and drives for the DAO and visiting VIPs as needed during and after duty hours.

15% Administrative Assistant:  Uses basic computer skills and employs basic principles of English composition and grammar in preparing military and nonmilitary correspondence, diplomatic notes, and other official governmental correspondence in support of DAO requirements as directed. Opens, sorts, routes, and delivers outgoing correspondence, invitations, and messages. Maintains working relationships with Embassy administrative sections, which includes Motor Pool, Financial Management Office, Human Resources, Contracting, Security, Procurement, and General Services. Expedites arriving and departing DAO personnel and official visitors and assists with customs and immigration processing. Understands all airport procedures and is able to process and coordinate all airport operations for military aircraft. Takes administrative and logistical actions on all U.S. military overflight and landing requests for clearance and knows who to contact to resolve issues with obtaining aircraft and equipment clearances. Assists with airport arrival and departure procedures, ensuring aircraft has necessary requested services (fuel, repair, etc.), accurate flight plans, passenger boarding coordination and payment processing for landing services. Creates and maintains a good working relationship with individuals within the Ministry of Foreign Affairs (MFA), the Ministry of Defense (MoD), and other government and non-government agencies utilized to support DAO operations.

Qualifications and Evaluations

Requirements:

Experience: Minimum three years of documented chauffeur experience/employment required.

Education requirements:Mandatory: Completion of secondary school is required. 

Evaluations:

Language: Level III reading, writing, speaking in Arabic and French is required; level II English required.  Language skills may be tested.

Locally Employed Staff, including Members of Household (MOHs), and Third-Country Nationals (TCNs), working at the U.S. Mission in Nouakchott-Mauritania may receive a compensation package that may include health, separation, and other benefits.

For EFMs, benefits should be discussed with the Human Resources Office.

The pay plan is assigned at the time of the conditional offer letter by the HR Office.
