Job Profile Summary

The purpose of the role is to manage the day-to-day production, nomination, and exports of hydrocarbons from the Tortue development in compliance with the respective agreements (FLNG Lease and Operate Agreement, LNG SPA, Seller Group Representative Agreement, Condensate Lifting Agreement and Domestic Gas Sales Agreements).

The role has a primary reporting line to Senior Operations Specialist  within  Production Management Team and a secondary line to Marine Team Leader The incumbent will be required to liaise directly with multiple internal and external parties including bp Operations and other members of the Production Management Squad,  the FLNG Terminal Operator (Golar), bp Gas Marketing, Partners, various government agencies and other third Parties.  Diplomacy, good communication skills and discretion are key behavioural requirements required to operate successfully within this role along with a conscientious and rigorous approach to managing both technical and commercially critical activities.

The position will be a rotational role (4 weeks on the Hub and 4 weeks off) based on the Hub Terminal off the coast of Mauritania and Senegal.

Key Accountabilities

Duties will include but are not limited to:

• Ensure effective, timely and efficient administration of the day-to-day contractual communication requirements, such as nominations, production shortfall logging and notifications and daily reporting under the commercial agreements.
• Development of monthly production plans and offtake schedules
• Support coordination of the forecasting processes and responding to contractual notices relating to these processes.
• Management of unplanned shutdown communications/notifications.
• Manages cargo operations documentation and acts as primary interface with customs and ministry representatives for LNG and Condensate export operations and respective off-takers.
• Ensure compliance with L&OA, SPA, DOM Gas and Condensate Lifting Agreement specification requirements and monitor delivery compliance.
• Assisting with claims management (demurrage, off spec, quality, quantity, take or pay, deliver or pay, excess port charges).

Interdependencies

Hydrocarbon Accountants will be deployed in both Mauritania and Senegal. The Hub Operations Specialist will be required to work closely with the Hydrocarbon Accountants to ensure compliance with the respective Production Sharing Agreements and Unit Operating Agreement.

Finance will be responsible for the overall management of the agreements and therefore close interaction with the Finance will be required in certain situations to ensure coordination in the management of the agreements.

Essential experience

Experience in Commercial Operations and/or in managing commercial agreements and obligations particularly in Gas transportation and processing and LNG/Condensate export.

Ability to react to adapting situations in a fast-paced environment.

Commercial experience in gas value chains.

Ability to operationalise commercial structures is desirable experience.

Strong verbal and written communication skills.

Self-starter with a strong performance bias and the ability to operate independently without close supervision.

Interpersonal, communication, influencing and team working skills.

Ability to make quick and incisive decisions

Ability to prioritise tasks.

Essential education

Degree in sciences, economics or engineering. Non degree candidates with experience in commercial operations in Oil and gas could be considered.

La mission principale du poste est d’assurer la gestion quotidienne de la production, des nominations et des exportations d’hydrocarbures issues du développement Tortue, en conformité avec les différents accords contractuels.

Le poste relève directement du Spécialiste Senior des Operations au sein de l’équipe de gestion de la production , avec un lien fonctionnel vers le Responsable de l’équipe marine. Le titulaire aura des interactions régulières avec de multiples parties prenantes internes et externes, incluant les équipes opérations de bp, les membres de l’équipe de gestion de la production, l’opérateur du terminal FLNG (Golar), bp Gas Marketing, les partenaires, diverses agences gouvernementales, et autres tiers.

Responsabilités principales:

Les tâches incluent notamment, sans s’y limiter :

• Assurer une gestion efficace et ponctuelle de toutes les communications contractuelles quotidiennes : nominations, suivi des écarts de production, notifications, reporting journalier sous les différents accords commerciaux.
• Élaborer les plans de production mensuels et les plannings.
• Contribuer à la coordination des processus de prévisions (forecasting) et répondre aux notifications contractuelles afférentes.
• Gérer les communications liées aux arrêts non planifiés (unplanned shutdowns).
• Gérer la documentation associée aux opérations de cargaison et assurer l’interface principale avec les douanes et les représentants des ministères pour les opérations d’export LNG et condensats, ainsi qu’avec les off takers.
• Assurer la conformité avec les exigences des accords L\&OA, SPA, Domestic Gas et Condensate Lifting Agreement, et surveiller la performance de livraison.
• Participer au traitement des réclamations (cargaison hors spécification, qualité/quantité, take-or-pay, deliver-or-pay, frais portuaires supplémentaires, etc.).

Interactions clés :

Des Comptables specialisés en Hydrocarbures seront basés en Mauritanie et au Sénégal. Le Spécialiste Opérations Hub devra collaborer étroitement avec eux afin d’assurer la conformité avec les accords de partage de production et le « Unit Operating Agreement ».

L'équipe Finance étant responsable de la gestion globale des accords commerciaux, une coordination régulière avec elle sera nécessaire pour garantir un alignement cohérent dans le suivi et la mise en œuvre des obligations contractuelles.

Expérience requise:

• Expérience en opérations commerciales ou en gestion d’accords/opérations commerciales, notamment dans le transport gazier, le traitement du gaz, et les exportations LNG / condensats.
• Capacité à réagir rapidement dans un environnement dynamique et évolutif.
• Expérience commerciale dans la chaîne de valeur gazière.
• Aptitude à traduire des structures contractuelles complexes en actions opérationnelles concrètes (operationalising commercial structures).
• Excellentes compétences en communication écrite et orale.
• Capacité à travailler de manière autonome et proactive.
• Compétences interpersonnelles, de communication, d’influence et de travail en équipe.
• Capacité à prendre des décisions rapides et pertinentes.
• Capacité à prioriser efficacement les tâches.

Éducation requise:

• Diplôme universitaire en sciences, économie ou ingénierie.

Les candidats non diplômés mais disposant d’une solide expérience en opérations commerciales Oil & Gas pourront également être considérés.
